AGENDA: Cape Cod Joint Transportation Committee

Note: The meeting will be held virtually, with all members of the Cape Cod Joint Transportation Committee participating remotely, pursuant to Massachusetts Governor Charles D. Baker’s Order Suspending Certain Provisions of the Open Meeting Law dated March 12, 2020.  

Members of the public can join the meeting using one of the following methods:   

Meeting materials may be accessed at www.capecodcommission.org/jtc. It is recommended that phone participants access materials in advance of the meeting. Please join the virtual meeting at least fifteen minutes before the start of the meeting and call (508) 362-3828 if you have any issues joining.

  3. Potential approval of prior meeting minutes: April 9, 2021
  4. Public Comment
  5. Cape Cod Joint Transportation Committee Selection of Officers: The Cape Cod Joint Transportation Committee will vote to nominate a slate of officers to the Committee for the positions of Chairman and Vice-Chairman for the term July 1, 2021 to June 30, 2022. The election on the slate of officers will be voted at the next meeting.
  6. Cape Cod Joint Transportation Committee Bicycle Representative Alternate: Committee members will discuss and potentially vote to either renew the current appointments or to seek new nominees for the Bicycle Representative and Bicycle Representative Alternate to the Joint Transportation Committee for the term July 1, 2021 to June 30, 2022.
  7. Update on Plans Available for Public Comment: Staffwill provide an update on and the Joint Transportation Committee may discuss the following plans that are out for public comment and available at capecodcommission.org/mpo.
    • Federal Fiscal Year (October 1 – September 30) 2021 Unified Planning Work Program Amendment 2 (to adjust the scope of Task 3.1 – Route 28 East Hyannis Corridor Study)
    • Federal Fiscal Year 2022 Unified Planning Work Program
    • Federal Fiscal Year 2021-2025 Transportation Improvement Program (TIP) Amendment 2 (to update the project list to match the draft FFY2022-26 TIP)
    • Federal Fiscal Year 2022-2026 Transportation Improvement Program
  8. Shining Sea Bikeway Extension/Bourne Rail Trail Phase 4 – Letter of Support:The Joint Transportation Committee may vote to send a letter to the Massachusetts Department of Transportation highlighting the importance of the Shining Sea Bikeway Extension/Bourne Rail Trail Phase 4 project to request consideration for statewide funding for the project.
  9. Road Safety Audit Request: Staff will present a request for a Road Safety Audit for Route 28 from Old Stage Road to Phinneys Lane in Barnstable. Joint Transportation Committee members may discuss this request and vote to request staff conduct this Road Safety Audit.
  10. Reports: MassDOT, Cape Cod Regional Transit Authority, and Cape Cod Commission staff will report on recent and upcoming transportation initiatives across Cape Cod.
  11. New Business: Topics not reasonably anticipated by the Chair more than 48 hours before the meeting.
