  5. Functional Classification Designation Updates: Following the finalization of the 2020 Urbanized Area boundaries for Barnstable County, staff reviewed the functional classification designations for roadways affected by the updated boundaries and identified additional roadways for which updated designations are warranted. Staff will present, and the Committee may vote to recommend that the Cape Cod Metropolitan Planning Organization adopt, these proposed updated designations.
  6. Critical Urban and Rural Freight Corridor Designation Updates: Staff will provide an overview of the National Highway Freight Program and designated critical urban and rural freight corridors on Cape Cod. Staff will present, and the Committee may vote to recommend that the Cape Cod Metropolitan Planning Organization adopt, the proposed updates to these corridor designations
  7. Calendar Year 2026 Safety Performance Measure Targets​: Staff will describe, and the Committee may vote to recommend that the Cape Cod Metropolitan Planning Organization adopt, statewide Massachusetts Department of Transportation (MassDOT) safety performance targets related to the maximum number and rate of potential motorist and non-motorist of fatal and serious injury crashes on Cape Cod for calendar year 2026.
  8. Federal Fiscal Years (October 1– September 30) 2027-2031 Transportation Improvement Program (“TIP”) Development: Staff will review draft TIP project evaluation scoring and lead a discussion on the status and readiness of current and future TIP-eligible projects. Committee members may ask questions and provide feedback on project evaluation. The TIP summarizes the regionally significant transportation infrastructure projects receiving federal funding for construction over the next five years.
  9. Federal Fiscal Year (October 1 – September 30) 2027 Unified Planning Work Program (“UPWP”) Development: Staffwill provide an update on the development of the 2027 UPWP, a program which summarizes all significant transportation activities planned for the fiscal year on Cape Cod. Members may ask questions and suggest potential tasks and studies for inclusion in the 2027 UPWP.
  10. Regional Overhead Flashing Intersection Control Beacon Inventory: Staff will present on the recently completed Overhead Flashing Intersection Control Beacon project which inventoried 18 locations on Cape Cod that currently have this infrastructure in place. Overhead flashing intersection control beacons may be found at intersections where traffic or physical conditions do not justify conventional traffic control signals.
  11. Reports: MassDOT staff will review the status of Transportation Improvement Program projects that are under construction or planned in the next five years. Cape Cod Regional Transit Authority staff will report on the status of current and future projects and initiatives to improve public transportation services on Cape Cod. Cape Cod Commission staff will report on upcoming public meetings and available state and federal grants.

Transportation Improvement Plan (TIP) project updates may include updates on the following projects: Dennis/Harwich, Route 28 Reconstruction; Provincetown, Shank Painter Road Improvements; Chatham, Route 28 at Main St/Queen Anne Rd/Crowell Rd; Dennis, Route 28 Streetscape; Yarmouth, Corridor Improvements; Bourne, Route 6 Scenic Highway Median Installation; Bourne, Rail Trail – Phase 1; Harwich, Harwich Elementary School Safe Routes to School; Harwich, Bridge Preservations on Route 6; Barnstable, Route 6 Resurfacing and Related Work; Truro/Wellfleet Route 6 Resurfacing; Barnstable, Culvert Replacement Route 6A over Boat Cove Creek; Harwich Old Colony Rail Trail Modernization; Bourne, Route 28 Resurfacing; and Falmouth, Route 28 Resurfacing.
