BARNSTABLE

CAPE COD TRAINING CENTER

Merchants Way and Business Lane, Hyannis 

Total Athletics of Cape Cod, Inc./ CCTC, LLC proposes construction of an approximately 91,885 square foot, two-story athletic field house containing an indoor ice rink; indoor turf field; indoor swimming pool; locker rooms; batting cages; fitness, training and rehab areas; food and concessions; community meeting space; sports-related museum; accessory retail pro shop; office; and child care areas, together with ancillary site improvements on an approximately 8.29 acre, industrially-zoned undeveloped site. A public hearing was held 08/03/2017, after which the Commission voted to approve the DRI/hardship exemption application.

DOWNTOWN HYANNIS GROWTH INCENTIVE ZONE

Town of Barnstable

In December 2015, the Commission approved an 18-month extension of the Growth Incentive Zone to 10/06/2017. On that date, the Commission approved a 180-day extension to 04/04/2018.

HYANNIS COURTYARD MARRIOTT EXPANSION

707 Iyannough Road (Route 132), Hyannis, Barnstable

The proposal for construction of an approximately 31,470 square foot, two-story addition to the existing hotel was approved in a scoping decision on 10/12/2017. The decision allows the project to proceed with local permitting without further DRI review.

TOWERNORTH TELECOM TOWER – COTUIT DRI

414 Main Street, Cotuit, Barnstable

The hearing was opened procedurally 10/19/2017. A substantive public hearing is scheduled for 11/21/2017 at Freedom Hall in Cotuit.

WIRELESS COMMUNICATIONS TOWER

0 Wakeby Road, Barnstable 

Eco-Site, LLC and T-Mobile Northeast, LLC have submitted a DRI application for a proposed 145’ monopole-style wireless communications tower on a ~17 acre undeveloped site located at 0 Wakeby Road in Barnstable. A subcommittee has reviewed the project and recommended that the Commission approve the project.  A public hearing and possible decision are scheduled for 11/09/2017.

DENNIS

LIGHTHOUSE INN GROIN IMPROVEMENT

1 Lighthouse Inn Road, West Dennis

A Limited Development of Regional Impact (DRI) Scoping Application was received on 10/12/2017, where the Applicant, LHI, Inc., has requested DRI review limited to the Regional Policy Plan issue area of Coastal Resources.

EASTHAM

DOLLAR GENERAL, EASTHAM

4615 State Highway, Eastham

In response to a 06/19/2017 discretionary referral from the Eastham Board of Selectmen for a new, 9,100 square foot retail store, the Cape Cod Commission held a public hearing on 07/06/2017. Following deliberation, with 12 members voting, the Commission voted to accept the project for review as a development of regional impact under the Regional Policy Plan issue areas of land use, economic development, water resources, transportation and heritage preservation/community character. The Commission opened a procedural hearing on 09/01/2017 and is awaiting filing of an application by the project proponent. The 90-day hearing period expires 11/29/2017.

EASTHAM DCPC

Town of Eastham, Northern Business District

The Town of Eastham submitted a District of Critical Planning Concern application for a portion of its northern business district on 08/31/2017. The Commission accepted the nomination the same day. A public hearing was held in the Town of Eastham on 10/03/2017 and continued to the full CCC meeting on 10/12/2017. On 10/12/2017 the Commission unanimously voted to support the designation and forward it to the Assembly of Delegates for adoption by County Ordinance. The Assembly of Delegates unanimously approved the designation on 11/01/2017. The Town has one year to develop implementing regulations in conformance with the decision.

MASHPEE

MASHPEE COMPREHENSIVE WASTEWATER NUTRIENT MANAGEMENT PLAN

Town of Mashpee

The hearing opened 07/14/15 and has been extended several times, the latest of which is set to expire 12/15/17. Another extension is anticipated.

ORLEANS

CEDAR POND WATER QUALITY MANAGEMENT PLAN, ORLEANS

Cedar Pond, Orleans

The Town of Orleans proposes to replace weir boards in Cedar Pond, which were removed from an existing outlet in 2004. The purpose of the project is to improve water quality within Cedar Pond by reducing its salinity, to restore diadromous fish habitat, and to protect adjacent forested Cedar wetland habitat. A public hearing on the Town’s DRI exemption application was held 08/03/2017, at which time the Commission unanimously approved the application.

YARMOUTH

46 PLEASANT STREET, SOUTH YARMOUTH

South Yarmouth/Bass River National Register Historic District

The Commission received a mandatory Development of Regional Impact referral on 11/6/2017 for the proposed demolition of a single-family home, which is listed as a Contributing Structure within the South Yarmouth/Bass River National Register Historic District. The DRI hearing period for the Project must open within 60 days.

REGIONAL

HERRING RIVER RESTORATION PROJECT

Towns of Wellfleet and Truro

The project received its EOEEA Certificate 07/15/2016, which serves as a referral to the Cape Cod Commission. The project proponents have been in contact with Commission staff regarding its need to file an application for review as a development of regional impact. A public hearing was opened for procedural purposes on 08/29/16 and twice extended. The current extension runs though 04/07/2018. To date no application has been filed.

SAGAMORE LINE GAS MAIN REINFORCEMENT PROJECT, WESTERN SEGMENT PHASE 3

Service Road, East Sandwich and West Barnstable

The Commission received a DRI Exemption application on 08/01/2017 from National Grid which proposes to complete the last phase of the Sagamore Line Reinforcement project, within and under the layout of Service Road beginning at Chase Road in East Sandwich and extending easterly into West Barnstable. The Commission voted to approve the DRI exemption on 09/14/2017.
