Cape Cod Commission certifies Yarmouth Local Comprehensive Plan
The Town of Yarmouth recently presented its Local Comprehensive Plan (LCP) to the Cape Cod Commission for certification, outlining a long-term vision to guide growth, protect natural resources, and strengthen the community over the next decade and beyond.
Local Comprehensive Plans serve as key planning tools for Cape Cod municipalities. Developed through extensive community engagement, LCPs establish priorities for land use, infrastructure, housing, and environmental protection and provide a framework for decision-making for the community. The Cape Cod Commission reviews and certifies submitted LCPs to confirm alignment with regional planning goals and the Cape Cod Commission Act.
During the presentation, Yarmouth Planning Board Chair Joanne Crowley described the plan as the result of years of collaboration and public participation and noted “The LCP is the culmination of years of work and strong public involvement to create a community master plan that will guide our decisions for years to come.”.
Yarmouth Town Planner Kathy Williams highlighted the extensive outreach that informed the plan, including public meetings, open houses, and stakeholder interviews with local boards, committees, and community partners. The resulting vision emphasizes Yarmouth as “a great place to live, work, play, and learn,” supported by a healthy environment, a strong local economy, diverse housing opportunities, and vibrant recreational and cultural resources.
The LCP also establishes a growth policy that directs development toward appropriate areas while protecting natural systems and maintaining community character.
Key focus areas include the Route 28 corridor—the town’s primary commercial center—and hospitality properties along South Shore Drive, locations that align with the first phase of Yarmouth’s wastewater infrastructure expansion. The plan also considers opportunities to enhance village centers along Route 6A and to redevelop the 70-acre former Mattacheese Middle School site to meet community needs.
Consistent with the Regional Policy Plan framework, the LCP addresses priorities across natural, built, and community systems.
Key initiatives include continued investment in wastewater infrastructure, protection of the region’s sole-source aquifer, coastal resilience planning, and environmental restoration projects. The plan also includes actions to advance climate mitigation, improve transportation and connectivity, expand recreational opportunities, and support economic development.
Housing strategies build upon the town’s certified Housing Production Plan and explore opportunities associated with redevelopment sites and new state housing funding programs.
As part of the certification process, Cape Cod Commission staff evaluated the plan’s consistency with the Regional Policy Plan, the goals of the Cape Cod Commission Act, and the Commission’s LCP regulations.
Commission Chief Planner Chloe Schaefer noted that the plan demonstrates strong public engagement and includes all required components: a vision statement, an analysis of existing conditions, goals aligned with regional policy, a capital facilities plan, housing elements, and a targeted action plan.
She concluded that the plan contains the required elements for Commission certification, and the Commission subsequently certified the plan.
With certification complete, the LCP will guide Yarmouth’s planning and policy decisions while supporting broader regional goals for sustainable growth, environmental protection, and resilient Cape Cod communities.
