Annual transportation planning documents endorsed

The Cape Cod Metropolitan Planning Organization (MPO) voted to endorse the region’s annual transportation planning documents on Monday, May 20, 2024. 

The Transportation Improvement Program (TIP) is a five-year schedule of construction projects for surface transportation in the region, including roadway, transit, and multimodal projects. The Unified Planning Work Program (UPWP) is a list of projects to be completed annually by Cape Cod Commission transportation staff on behalf of the MPO. It describes significant transportation planning activities over a 12-month period, beginning in October.  

Development of the TIP and UPWP begins in January, with project discussion and selection in February, the release of draft documents in April, followed by a 21-day public comment period. A robust public outreach period accompanies the development of these documents. This year, transportation staff conducted eleven outreach events to share information and talk with members of the public about their transportation concerns and ideas and ask what kinds of projects they’d like to see funded in our region. Staff held pop-up tables at the Cape Cod Rail Trail, Shining Sea Bike Path, Hyannis Transportation Center, and Old Colony Rail Trail, attended four English as a Second Language classes throughout the region, and provided an outreach table along Commercial Street in Provincetown.  

The TIP and UPWP both received more than 100 comments from the public, sharing support for the creation and enhancement of multi-use paths across the region, including the Cape Cod Rail Trail, enhanced bicycle and pedestrian planning and safety initiatives, bus stop upgrades, rules and regulations for e-bikes, and enhanced regional transit services.  

Projects listed on the FFY2025-2029 TIP include Route 28 reconstruction projects in Chatham, Dennis, Harwich, and Yarmouth, the Bourne Rail Trail, installation of a median along the Scenic Highway in Bourne, Shank Painter Road improvements in Provincetown, Route 6 resurfacing in various towns, and more. The 2025 UPWP includes a Route 6A visioning study – a two-year project that will include data collection and public outreach to improve safety for all users along historic Route 6A.
