AGENDA: Cape Cod Metropolitan Planning Organization

Note: The meeting will be held virtually, with members of the Cape Cod Metropolitan Planning Organization participating remotely, pursuant to Chapter 20 of the Acts of 2021, An Act Relative to Extending Certain Covid-19 Measures Adopted During the State of Emergency, signed into law on June 16, 2021.

  4. Public Comment
  5. Self-Certification Compliance Statements: Staff will present, and the Committee membersmay vote to endorse, Cape Cod Metropolitan Planning Organization Self-Certification Compliance Statements on the Metropolitan Transportation Planning Process and Air Quality Planning required by the Code of Massachusetts Regulations at 310 CMR 605.05.  
  6. Cape Cod Metropolitan Planning Organization Memorandum of Understanding (“MOU”): Staff will review an addition and the Committee may vote to endorse a revised MOU to include a reference to the development of financial plans to support the Transportation Improvement Program (TIP) to ensure compliance under the Code of Federal Regulations at 23 CFR 450.314
  7. Federal Fiscal Year (October 1 September 30) 2023 Unified Planning Work Program (UPWP) Development: Staff will present, and committee members may vote to release for a 21-day public comment period, the draft 2023 UPWP. The UPWP describes annual activities related to transportation planning on Cape Cod, including data collection and transportation studies.
  8. Federal Fiscal Years (October 1 – September 30) 2022-2026 Transportation Improvement Program (“TIP”) Amendment #2: Staffwill review,and Committee memberswill consider public comments on and mayvote toendorse, draft Amendment #2 to the TIP which would increase the funding amount for the intersection improvement project in Orleans at Route 28, Route 39, Quanset Road to match the increased project cost estimate of $5,798,657 and update the project name for the Mashpee Route 151 Phase 1 project to reflect current project limits.
  9. Federal Fiscal Years (October 1 September 30) 2023-2027 Transportation Improvement Program (TIP) Development: Staffwill present, and committee members may vote to release for a 21-day public comment period, the draft 2023-2027 TIP. The TIP is a list of highway and transit projects anticipated to be funded during that five-year period.
  10. Alternative Fuel Corridor Nomination: Staff will update the Committee on an effort with the Massachusetts Department of Transportation (MassDOT) to nominate Route 6 as an Alternative Fuel Corridor.
  11. National Scenic Byways Program Grant: Staff will update the Committee on an effort to seek funding through the National Scenic Byways Program.
  12. Reports: MassDOT staff will discuss the status of the Cape Cod Canal Area Transportation Improvement Program and Transportation Improvement Program projects. Cape Cod Regional Transit Authority and Cape Cod Commission staff will report on recent and upcoming transportation initiatives across Cape Cod.
  13. New Business: Topics not reasonably anticipated by the Chair more than 48 hours before the meeting.
