AGENDA: Cape Cod and Islands Water Protection Fund Management Board

Note: The meeting will be held virtually, with members of the Cape Cod and Islands Water Protection Fund Management Board participating remotely, pursuant to Chapter 20 of the Acts of 2021, as amended by Chapter 2 of the Acts of 2025.

  1. Roll Call/Attendance 
  2. Review and approval of prior meeting minutes: 1/12/2026 
  3. Final 2026 Clean Water Intended Use Plan Subsidy Awards: Cape Cod Commission (“Commission”) staff and PFM Financial Advisors will review potential subsidy allocations to projects listed on the 2026 Clean Water Intended Use Plan. The Management Board may vote to make contingent commitments to fund qualified projects listed on the 2026 Intended Use Plan. The list of qualified projects is available at www.capecodcommission.org/meetingnotices.    
  4. New Member Communities Guidance: Commission staff will review guidance from the Management’s Board’s legal counsel on potential new member communities joining the Cape Cod and Islands Water Protection Fund (“Fund”).  
  5. Presentation on Oak Bluffs Wastewater Planning: Representatives from the Town of Oak Bluffs will present on their local wastewater planning efforts, including ongoing and anticipated wastewater projects and town efforts to consider Fund membership.  
  6. Financial Analysis of Potential New Member Communities: Commission staff and PFM Financial Advisors will review the potential impacts of new member communities on the Fund’s financial model, including revenue projections for Dukes and Nantucket counties’ municipalities and potential subsidy scenarios for the Town of Oak Bluffs.  
  7. Regulatory Amendments for Potential New Member Communities: Commission staff will review potential amendments to the Fund regulations to accommodate new member communities. The Management Board will discuss and may vote to adopt the regulatory amendments.  
  8. Member Reports: Members of the Management Board, including ex-officio members and non-member community representatives from Dukes and Nantucket Counties, will have an opportunity to provide comments and reports on local and regional water resources initiatives.  
  9. New Business: Topics not reasonably anticipated by the Chair more than 48 hours before the meeting.

  11. Future Agenda Topics: Identification of future agenda topics by Management Board members and Cape Cod Commission staff.
