Overview

The Cape Cod Commission is developing a Vision Zero Action Plan for Cape Cod through the Safe Streets and Roads for All (SS4A) grant program, an initiative designed to improve road safety and address traffic fatalities nationwide.

The Cape Cod Vision Zero Action Plan, a pathway to a safer future, will include a systematic crash analysis and set of solutions to tackle the root causes of all crashes, emphasizing those involving bicyclists, pedestrians, and other non-motorists. The Action Plan will consider a range of low-cost, high-impact regional strategies such as bike light distribution, updated pedestrian signal equipment, and major infrastructure improvements at key locations. Completing the Action Plan will make all fifteen Cape Cod towns eligible for SS4A Implementation Grants to leverage federal funding to implement strategies.

Vision Zero Advisory Committee

A Vision Zero Advisory Committee (VZAC) will oversee the development of the Action Plan and provide feedback throughout the process. The VZAC is comprised of 19 members, including representatives from the Cape Cod Metropolitan Planning Organization and Cape Cod Joint Transportation Committee, local or regional elected officials, public safety officials, and community representatives. ​ 

Interactive Comment Tool

Roadway users are encouraged to share their thoughts about roadway safety using an online, interactive public comment tool developed by the Commission and consultant Kimley-Horn to identify locations with safety concerns or where crashes or near-crashes have happened. Users can also suggest safety improvements in specific locations. Your input will help identify the biggest problem areas and aid in prioritizing safety improvements.

Major Components of a Vision Zero Action Plan

  • Leadership Commitment
  • Development of a High-injury crash network
  • Identification of strategies, policies, and infrastructure improvements to improve safety
  • Project prioritization and equity considerations

The Vision Zero Action Plan will follow the US Department of Transportation’s goal of zero roadway deaths using a Safe Systems Approach, which focuses on safer people, safer vehicles, safer speeds, safer roads, and post-crash care.

Public Outreach

Public outreach will be incorporated throughout the development of the Vision Zero Action Plan and will include a range of opportunities to become involved. The Cape Cod Commission has been awarded a planning grant funding to develop a Regional Vision Zero Action Plan for Barnstable County through the Federal Safe Streets and Roads for All (SS4A) Discretionary Grant Program. The SS4A program is funded by the U.S. DOT under the Bipartisan Infrastructure Law / Infrastructure Investment Jobs Act (BIL/IIJA) to subsidize regional initiatives through grants to prevent roadway deaths and serious injuries. Vision Zero is a vision to eliminate roadway fatalities and serious injuries on the nation's roadways. The Vision Zero Action Plan will benefit all 15 towns on Cape Cod.
