New! FFY Transportation Improvement Program Public Comment Period - Comments Due 5/13/24

The Cape Cod Metropolitan Planning Organization (MPO) has released the following Transportation Improvement Program documents for a 21-day public review and comment period. Members of the public are invited to review these documents and provide comments.

Informational and public comment opportunities for these plans will be held on the following dates:

  • April 16, 2024: In-person open house, Orleans Department of Public Works, 4:00 PM
  • April 18, 2024: In-person open house, Dennis Council on Aging, 11:00 AM
  • April 24, 2024: Outreach table, in front of Provincetown Town Hall, 11:00 AM – 1:00 PM
  • April 29, 2024: Virtual public meeting, 6:00 PM (Zoom Link: www.capecodcommission.org/outreach/join or calling in to (929) 205-6099 and entering meeting ID 961 1903 7671)
  • May 2, 2024: Outreach table along the Old Colony Rail Trail at Brooks Park in Harwich, 9:00 –11:00 AM
  • May 7, 2024: Outreach table at the Cape Cod Rail Trail Station Ave parking lot in Yarmouth 3:00 – 5:00 PM 

A virtual public meeting of the Cape Cod MPO is scheduled for Monday, May 20, 2024 at 1:00PM to hear public comments and vote for potential endorsement of these documents. More information on this meeting can be found here

What is the TIP?

The Cape Cod Transportation Improvement Program (TIP) is a list of transportation system projects to be implemented with federal and state funds available for Cape Cod. The TIP is developed and approved by the Cape Cod Metropolitan Planning Organization, the regional body comprised of local, regional, state, and federal officials charged with overseeing the region's transportation planning process.  Discussions at MPO meetings help to establish a preference for which projects are funded through the TIP. 

TIP Funding - Funding comes from a combination of state and federal sources, and totals more than $275 million over the five-year plan.

TIP Projects - Typical projects include reconstruction of existing intersections or roadways, construction of new multi-use paths, and the purchase of new buses to support regional bus service. Projects are designed to address safety and congestion concerns for all transportation modes, including vehicle, transit, bicycle, and pedestrian travel. Recent projects include the reconstruction of the intersection of Route 28 and Bearses Way in Barnstable, the Cape Cod Rail Trail bridge over Bass River, and the purchase of new buses by the Cape Cod Regional Transit Authority. 

Development of FFY 2025-2029 TIP

Each year, the Cape Cod Joint Transportation Committee and the Cape Cod Metropolitan Planning Organization meet publicly to review the development of the TIP.  The process for the development of the TIP for the FFY 2025-2029 timeframe began in January 2024. Project selections occur in March, and the draft document is released in April for public comment. The draft documents are finalized and voted on by the MPO in May.

The public input process is an essential facet of the transportation planning process. It allows people who use roadways daily to share their experiences and views on potential changes. If you would like to share your support for a project to be programmed onto the TIP, please email us at transportation@capecodcommission.org. MPO and JTC meetings allow for public comments. Current Transportation Improvement Program (FFY 2024-2028)
(Active October 1, 2023 to September 30, 2024)

On May 22, 2023 the Cape Cod Metropolitan Planning Organization (MPO) voted to adopt the Federal Fiscal Year (FFY) 2024-2028 Transportation Improvement Program (TIP). The plan has been amended two times with the most recent amendment endorsed on April 22, 2024. The plan along with plan summaries in English and Portuguese are presented below:

Design Public Hearings

A Design Public Hearing is an important milestone in the development of a TIP project. Hosted by the Massachusetts Department of Transportation, hearings are and opportunity to learn about a project, ask questions, and submit comments. Comments can be made at the hearings or submitted within ten (10) business days of the hearing as described on the hearing noticed posted here: https://www.mass.gov/massdot-highway-design-public-hearings
